Prince Edward Island is the outlier
PEI is the only jurisdiction in Canada with a minimum age above 19, at 21.
It is worth calling out because a great many pages, including several written by retailers in this category, state that Atlantic Canada is uniformly 19. That is wrong. If you are in PEI, the rule is 21.
The three provinces at 18
Alberta, Manitoba and Quebec are the only jurisdictions where the minimum age is 18. Everywhere else in Canada is 19 or higher.
In Quebec the rule works slightly differently in structure: provincial law prohibits selling tobacco to a minor, and a minor in Quebec means someone under 18, since that is the age of majority there.
What has changed recently
Saskatchewan raised its minimum age from 18 to 19, effective February 1, 2024. Anything published before then listing Saskatchewan at 18 is out of date.

Do retailers have to check identification?
Yes, and the threshold is usually higher than the minimum age itself. Ontario, for example, requires retailers to request identification from anyone who appears to be under 25, which is a deliberately wide margin.
